Of course we could execute a withdrawal, but that wasn't the primary goal
The hope/plan was that the Afgan government would survive...along with people, equipment, training, etc. available to support them and let them run their own country, not be propped up by the US forever. The goal wasn't to get everyone/everything out and let the government fall.
So we either leave needed equipment and people to help them, or we remove it all and leave and let it fall. You can't say you want both. Turns out it didn't matter in the end. If it was just to address 9/11, why didn't we just leave back in 2011?
